Policy Proposals by the People were Submitted to the Authorities

A draft national fisheries and aquaculture policy was open for public comment on the official website of the Ministry of Fisheries since January 2018.  

National Fisheries Solidarity Movement initiated to take public comment for the draft policy as many of fisheries communities has no access to the Internet or they are incapable of doing so.  on 19th February NAFSO submitted a report prepared after consulting fisher and farmer communities in 12 coastal districts and 3 inland districts on policy draft.  

After a discussion held with The secretary of Ministry of Fisheries, Mr Jagath P Wijeweera and coordinating officer for National fisheries and aquaculture policy project, Mr A. Hettiarachchi NAFSO representatives submitted the report.

                           Food sovereignty Network South Asia is a network of organisations in six South Asian countries, working mainly on right to food and livelihoods of urban and rural poor. The network was established in 2010 and working for promotion of right to food, land rights, access to resources as well as inclusive grassroots governance. FSNSA works with partners at national level and takes active part in regional and international platforms to highlight the needs of the region, for promoting notion of Food Sovereignty in policies and practices. In doing so the network also contributes to various areas of SDG.

National Fisheries Policy draft is open for Public comments and Professionals Got Together to make a platform to make possible the sustainable fisheries

National Fisheries Solidarity conducted a series of consultation meeting with fisher communities in 12 coasta districts around the country and 3 inland districts with freshwater fisher communities. Insted of conducting  just a consultation meeting with professionals on fisheries policy NAFSO facilitated to form a forum which will guide and contribute twards the development, establishment and implimentation of a national fisheries policy while contributing towards incorporating recomendations of the FAO Voluntery Guidelines to relevent national legislation, policies, strategies as well as to programmes and activities of CSOs/NGOs.

The meeting was conducted in University of Kelaniya with professionals, acedemics, civil society memberes to initiate Small Scale Fisheries Forum of Sri Lanka.
   
Professor Oscar Amarasinghe from University of Ruhuna giving introduction to the program mentioned that the openions of all levels are very importent to protect the fisheries sector as one of the major part in a country's food security and powerty aleviation mechanism. Already 114 international instruments are related to fisheries in place but no body knows or no body concerns about them.  Voluntery Guidelines for Small Scale Fisheries by FAO alraedy  is in place to guide governments to protect sustainable small scale fisheries and Sri Lankan governmaent has started to develop a national fisheries policy we will have to incorporate those guidelines to local policies to protect the resouces sustaina;aly and serve the communities.

Director of fisheries, Mr. Hettiarachchi said that the fisheries policy will be submitted to the Parliament befor end of March and efor that has to approved by the cabinet. if cabinet alow us to extend more time for public comments we will be able to give more time for it. on 22nd of february there will be a meeting with professionals to discuss about public comments to incorporate in to the national fisheries policy, he added.

National Fisheris Solidirity Movemnt Conduct meeting with Poonthalir Women District Committee

National Fisheris Solidirity Movemnt Conduct meeting with Poonthalir Women District Committee and DIFSO District Committee members. They discussed on Difso future action and IDPs and Resettled peoples issues. The women committee was held in the office of District Fisheries Solidarity in Mannar on 12th of February 2018. According to the meeting, it was able to observe some issues in relation to the women’s involvement in the meeting. It is realized that resettled women do not participate in the meeting actively. They have given priority to other issues because of settling their major issue.  Lack of participation the women in the meeting is a considerable matter to organize the women further. According to the situation, a work plan was prepared with the participation of the women  to function the gathering in future.
